Effective from 1 July 2009, the first 'Commonwealth Grant Guidelines' came into effect, under the Financial Management and Accountability Regulations 1997. These guidelines represent the whole-of-government policy framework for grants administration and have a significant impact on the development, implementation and management of new and existing grant programs.
We can assist with many aspects of these guidelines, particularly Part II(4), which requires agencies to determine to what extent the operation of a granting activity may interact with other programs, including those run by other bodies including Commonwealth, State, Territory or local government bodies, private trusts and foundations or national or state coordinating organisations.
That's a big ask, as noted in the Strategic Review of The Administration of Australian Government Grant Programs, by Peter Grant: "There is no single, comprehensive source of data on the number of individual grant programs, the number of grants awarded or the total scale of grant program funding across the Commonwealth. Data needs to be compiled from a number of different sources, and even then, a significant element of estimation is necessary."
